Outfall Monitoring Science Advisory Panel
(OMSAP)


The Massachusetts Water Resources Authority's Discharge Elimination System (NPDES) permit allows MWRA to discharge effluent from the Deer Island Wastewater Treatment Plant into Massachusetts Bay. The Outfall Monitoring Science Advisory Panel (OMSAP) was created by the state Department of Environmental Protection and the federal Environmental Protection Agency to assist in evaluating monitoring results and developing appropriate revisions to the permit-required outfall monitoring plan.
