MWRA'S BOARD OF DIRECTORS
MWRA is governed by an 11-member Board of Directors who are appointed by the Governor or directly or indirectly by elected officials in MWRA customer communities.
STATUTORY MAKE-UP OF THE BOARD
Excerpted from the Enabling Act, Chapter 372, Acts of 1984:
"Each member of the board of directors shall serve until his successor
is appointed and qualified and each appointed member of the board of directors
shall be eligible for reappointment. Each member of the board of directors
appointed to fill a vacancy on the board shall be appointed for the unexpired
term of the vacant position."
"Six members of the board of directors shall constitute a quorum and
the affirmative vote of six members shall be necessary and shall suffice
for any action taken by the board of directors." ... "No vacancy
in the membership of the board of directors shall impair the right of a
quorum to exercise the powers of the board of directors. The members of
the board of directors shall serve without compensation but each member
shall be reimbursed for all reasonable expenses incurred in the performance
of his duties."

Ian A. Bowles, Chairman - Appointed December 2006
Mr. Bowles was appointed by Governor Patrick as Secretary of Energy and Environmental Affairs in December 2006. Mr. Bowles was previously the President and CEO of MassINC., a Boston-based research institute. He has nearly 20 years of experience in the energy and environmental sectors and served as the Associate Director of the White House Council on Environmental Quality under President Bill Clinton and was also Senior Director of the Global Environmental Affairs directorate at the National Security Council. Mr. Bowles holds a Bachelor's degree in Economics from Harvard College, and a Master's degree from Oxford University. |

John J. Carroll, Vice-Chairman - Appointed February 1985
Mr. Carroll is the Town Manager of Norwood. He previously served as Superintendent of Public Works and Town Engineer for Lexington. From 1974 to 1978, Mr. Carroll was Commissioner of Public Works for Massachusetts. He graduated from Northeastern University with a degree in Civil Engineering. |

Joseph A. MacRitchie, Secretary - Appointed March 1989
Mr. MacRitchie is the Executive Director of the Quincy Housing Authority effective May 2005. Prior to that he was Legal Counsel for the City of Quincy and has served in various positions in the City's Law Department since 1983. He also maintains a private law practice in Quincy. He is a graduate of Northeastern University and received his law degree, cum laude, from New England School of Law in 1982. Prior to his appointment to the Board, Mr. MacRitchie served on the MWRA Facilities Planning Citizens Advisory Committee and was Chairman of the Mayor's Water Pollution Task Force. |

Rudolph H. Banks - Appointed February 2005
Mr. Banks is retired from the U.S. Air Force and the plumbing profession. He served on the Board of Examiners of Plumbers for 15 years and taught plumbing and gasfitting in the Springfield school system. He presently serves as a retired senior citizen volunteering his services as a teacher/historian/lecturer in several subjects, including Black History, math and science. He is dedicated to mentoring the youth of Springfield in the values of hard work, education, and a determination to succeed. |

Kevin L. Cotter - Appointed August 2002
Mr. Cotter has served as the Business Manager and Financial Secretary-Treasurer for the Plumbers and Gasfitters Local 12, Boston since 1997. He joined the Local 12 in 1966 and has continued to be an active Union member, holding a variety of elected and appointed offices. Mr. Cotter currently serves as Vice President of the Massachusetts AFL-CIO, and the Vice President of the Boston Building Trades Council. Mr. Cotter also has experience in the financial field. He was a Vice President at State Street Bank and served on the Board of the Massachusetts Industrial Finance Agency. |

Joseph C. Foti - Appointed April 2001
Mr. Foti is the Director of Public Works for the City of Chelsea. Prior to that, he was the Director of Operations for the City of Somerville's Department of Public Works for five years and Water Superintendent for nine years. He has been an active member of the MWRA Advisory Board since 1990, serving as Chairman from 1997 to 2001. Mr. Foti received a Bachelor of Science degree in Business Administration from Suffolk University while working in the Massachusetts House of Representatives as a Legislative Aide. He holds several state-regulated certifications, including a Grade 4 Operator's License for Drinking Water Supply Facilities. |

Lucile P. Hicks - Appointed November 1997
For sixteen years, Ms. Hicks served in the Massachusetts House of Representatives and the Massachusetts Senate, representing ten communities in Middlesex County. She served on the Committees of Natural Resources and Ways and Means, among others. Ms. Hicks holds a Bachelor's degree in Biology and a Masters of Public Administration from the Kennedy School of Government. She is a Board member of the Sudbury Valley Trustees. |

James W. Hunt, III - Appointed April 2005
Mr. Hunt is a member of Mayor Thomas Menino's Cabinet as Chief for Environmental and Energy Services for the City of Boston. In this capacity, he is the Mayor's lead advisor on Environmental and Energy policy and oversees several City agencies, including the Inspectional Services Department, the Parks Department, Boston Water and Sewer Commission, and the Environment Department. Prior to joining the City, Mr. Hunt served as Assistant Secretary for the Commonwealth's Executive Office of Environmental Affairs (EOEA) and was responsible for administering the Massachusetts Environmental Policy Act (MEPA). He received his Juris Doctorate from Suffolk University Law School and his Bachelors Degree from the University of Massachusetts, Amherst. |

Vincent G. Mannering - Appointed June 1995
Mr. Mannering is the Executive Director of the Boston Water & Sewer Commission. Previously he represented the West Roxbury and Roslindale sections of the City of Boston in the Massachusetts House of Representatives, and served on several Committees and Subcommittees. In addition, Mr. Mannering has maintained a private law practice and served as Assistant District Attorney in Suffolk County for eight years. He is a graduate of Boston State College and Suffolk University School of Law. |

Andrew M. Pappastergion - Appointed June 1997
Mr. Pappestergion is the Director of the Water and Sewer Division forthe Town of Brookline where, prior to his appointment in 1982, he served as a project engineer for design and construction of improvements to the utility infrastructure. He has served as an active member of the MWRA Advisory Board since 1985, and was Chairman for five years. Mr. Pappestergion is a graduate of Northeastern University with a Bachelor of Science degree in Civil Engineering, is licensed as a Registered Professional Engineer and holds a Grade 4 Operator's License for Drinking Water Supply Facilities in Massachusetts. |

Marie T. Turner - Appointed December 1996
Ms. Turner served as Chairman of the Winthrop Board of Selectmen and was a member of the Board for a number of years. She served in town government for over 35 years, having held positions as Secretary, Winthrop Pollution Control Committee; Assistant Treasurer; Administrative Secretary; Elected Town Clerk; and Elected Selectperson, the Town of Winthrop. |
